The City Council voted to declare Huntington Beach a "Non-Sanctuary City." City Council member Butch Twining said, "Public safety is proactive. Imagine what would [we] be ... talking about here tonight if, say, Laken Riley or Jocelyn (sic) Nungaray or Rachel Morin was a resident of Huntington Beach, and she got and each one of them got raped and killed by illegal aliens." "There would be a whole different argument going on in here like ‘why weren't we proactive?'
