Parents Sue School Over Mosque Field Trip 'Indoctrination'

A group of parents in Palo Alto, California, is taking their school district to federal court, alleging that a taxpayer-funded field trip crossed the line from education into religious indoctrination. The lawsuit raises serious questions about religious neutrality in public schools and whether one faith is being given preferential treatment over others.

The case centers on a mosque visit that plaintiffs say went far beyond cultural education, involving religious attire, take-home Qurans, and a controversial outside speaker with a documented history of inflammatory remarks.

The suit, filed August 7 in the Northern District of California, centers on a fall 2025 visit to the Muslim Community Association mosque in Santa Clara. According to the complaint, students were encouraged to don Islamic religious attire, given Qurans to take home, and observed a midday prayer service.

"The District failed to maintain religious neutrality, failed to ensure equal treatment among faiths, failed to protect student privacy, and failed to vet, supervise, and monitor religiously divisive outside speakers during the school-sponsored event," the filing claims.

The filing states that "students were photographed during the visit by the Islamic institution hosting the event in a manner that promoted participation in Islamic customs," and that "identifiable student images taken inside the mosque while students wore religious attire later were publicly posted for promotional and/or community-facing purposes." Parents, the suit alleges, were never given meaningful informed consent for the photography or its publication, nor were they given a meaningful opt-out.

Ten individual plaintiffs, most of them Jewish, along with an advocacy group called Community Members for Religious Neutrality in Public Schools, filed the suit against the Palo Alto Unified School District and Palo Alto High School Principal Brent Kline. The complaint alleges the mosque is the only house of worship visited through the school's Social Justice Pathway program, a three-year course track available beginning sophomore year, and that students were exposed to Zahra Billoo, executive director of the San Francisco Bay Area chapter of the Council on American-Islamic Relations, described in the filing as having "publicly documented hostile statements concerning Jews." Billoo pushed back on the allegations, telling the San Francisco Chronicle that participation was voluntary and that learning about other faiths helps combat hate. Palo Alto Superintendent Jason Glass said the district had not yet been formally served with the lawsuit but confirmed it is reviewing its practices, emphasizing that any instruction touching on religion must remain academic rather than devotional.

This case reflects a broader tension playing out in public education across the country: how schools can teach about world religions and cultures without appearing to endorse or promote one faith over another. Parents have a right to expect that public schools remain neutral ground when it comes to religious instruction, particularly when students are placed in situations involving religious dress, sacred texts, and worship practices without full parental knowledge or consent. The involvement of a speaker with a controversial record on sensitive issues adds another layer of concern for families who feel their children were placed in an uncomfortable position without adequate oversight.

Religious liberty cuts both ways. Just as Christian families expect their faith not to be excluded from public life, they should also expect that public institutions will not favor one religion over another in taxpayer-funded programs. Scripture calls Believers to seek truth and to raise up the next generation with discernment, and parents have a God-given responsibility to know what their children are being taught. Pray for these families as they pursue accountability, for school districts to uphold true religious neutrality, and for wisdom as communities across the country navigate similar questions about faith and public education.
