Project Watershed 250 is Launched to Shield US Water from CyberattacksThe program will use "red-teaming" to stress-test water utilities' networks, identify weaknesses hackers could exploit and then strengthen those systems with cybersecurity tools, according to a White House official.
President Donald Trump has announced the launch of "Project Watershed 250," a first-of-its-kind federal, state, and private-sector partnership designed to defend Texas water utilities from cyberattacks and build a scalable model for nationwide deployment. At a time when foreign adversaries are actively probing American infrastructure for vulnerabilities, the program represents a proactive step to protect one of the nation's most essential resources before an attack can occur. The program pairs the White House, the Texas Cyber Command, and major technology companies including Microsoft, Palo Alto Networks, Reflection AI, and Dragos Inc. to stress-test water systems and close security gaps using cutting-edge artificial intelligence tools. The six-month pilot will connect Texas water utilities with US cybersecurity companies to identify vulnerabilities and strengthen systems using private-sector cyber and AI tools. The Environmental Protection Agency and the Department of Homeland Security's Cybersecurity and Infrastructure Security Agency will serve as federal partners alongside Texas Cyber Command. Dragos CEO Robert Lee noted that small water utilities in particular often lack adequate cybersecurity defenses and face active, documented threats, making them especially vulnerable targets. Though the program is not a direct response to recent cyberattacks that struck more than 30 Minnesota water systems, White House officials acknowledged those incidents underscored the urgency of the effort, which has been in development since last year. The initiative builds on President Trump's June executive order on promoting advanced artificial intelligence innovation and security and his Cyber Strategy for America released in March. If the Texas pilot succeeds, the administration plans to expand the model nationally, giving local utilities access to the same level of cyber protection currently available to larger, better-resourced systems. Microsoft US Public Sector President Chris Barry said the program aims to "help water utilities strengthen their resilience against evolving cyber threats and develop scalable approaches that can enhance the security of water systems nationwide." We will continue to pray about this issue, that this new effort from the Trump administration will spread nationwide. Water is a gift from God, described throughout Scripture as a source of life and blessing (Psalm 46:4), and those entrusted with governing a nation bear a responsibility to protect it. Foreign adversaries who target water infrastructure are not simply attacking a utility system; they are targeting families, hospitals, churches, and communities. Christians should be encouraged that the Trump administration is treating this threat seriously and acting before a crisis rather than after. Let us pray for wisdom and effectiveness for the teams working on Project Watershed 250. Let us pray for protection over America's water systems and all critical infrastructure from foreign threats.
