Dems Sneak Hundreds of Millions in Abortion, LGBT Earmarks into Federal Budget ProposalsThis time around, however, with Republicans in the majority, Democrats have been more careful to make their funding requests for pro-abortion and pro-LGBT organizations less obvious, intentionally obscuring the earmark's stated purpose or designating the funds for seemingly benign things, like machinery or equipment.
In November of last year, Congress passed a continuing resolution (CR) that included three budgets bundled together in a "minibus" for passage: Legislative Branch, Agriculture, and Military Construction/Veterans Affairs bills. But the remaining nine appropriations bills (which account for approximately 90% of discretionary funding) are only funded through January 30th. That doesn't leave Congress much time to finish pulling together a deal before a majority of the government grinds to a halt again. As House and Senate appropriators continue to work through the differences in their bills, one thing has become very clear: the Senate wants to spend more than the House—a lot more. But on what, and how are their priorities different? Part of the answer can be found in the earmarks (formally known as "congressionally directed spending") that the Senate is including in its bills. In November, Bloomberg Government reported that Senate appropriations bills contained a total of around 3,245 earmarks, totaling more than $6.6 billion, and that was only based on six of the 12 appropriations bills (text has not been released for all 12 bills). Many of these earmarks fund entities that taxpayers should not be forced to fund, such as hospitals that carry out abortions and gender transition procedures, universities that promote DEI and gender ideology to their students, and left-wing advocacy groups. Senate Republicans insist that the 60-vote threshold in their chamber requires them to work with Democrats, but surely not all of these earmarks funding abortion, pro-LGBT advocacy groups, and other radical causes are needed to reach an agreement. Democrats are the worst offenders when it comes to requesting controversial earmarks, but they are getting more subtle. In past legislative sessions, when they were in the majority, the party was more open about their desire to use federal taxpayer dollars to fund pro-abortion and pro-LGBT organizations. For example, in the Senate Labor, Health and Human Services, Education, and Related Agencies (Labor-HHS) appropriations bill for fiscal year 2025, Senate Minority Leader Chuck Schumer (D-NY) requested a $356,000 earmark for an organization called Unremarkable Productions for an all-expenses-paid "training intensive" for self-identified transgender and non-binary theater artists in New York City. Not to be outdone, Senator Tom Carper (DE) had requested a $5,106,000 earmark for a hospital that carries out abortions up to 23 weeks, close to the point when infants can survive outside the womb. FRC flagged several other examples. This time around, however, with Republicans in the majority, Democrats have been more careful to make their funding requests for pro-abortion and pro-LGBT organizations less obvious, intentionally obscuring the earmark's stated purpose or designating the funds for seemingly benign things, like machinery or equipment. This makes controversial earmarks harder to spot, but unfortunately, millions of dollars are still being funneled to organizations that carry out or promote such procedures. For example, in perusing only a small percentage of Senate earmarks, we found several that would fund hospitals and other medical facilities that carry out or refer for abortions, some late into pregnancy. (In this and the following lists, all of the earmarks are taken just from the Senate LHHS appropriations bill, which is one of the largest appropriations bills and is often the vehicle for problem earmarks.)
The following earmarks would fund entities that push gender ideology onto youth, and/or provide counseling to affirm struggling individuals' false identities:
These earmarks would fund entities that carry out harmful (and sometimes, irreversible) chemical and surgical gender transition procedures, including to minors:
All in all, we identified 22 earmarks totaling $60,271,000 that would go to entities that provide or refer for abortions across six appropriations bills (Agriculture, Rural Development, Food and Drug Administration; Commerce, Justice, Science, and Related Agencies; Legislative Branch; Labor, Health, and Human Services, Education, and Related Agencies; Military Construction, Veterans Affairs, and Related Agencies; and Transportation, Housing and Urban Development), with Labor-HHS boasting the most problematic earmarks. We also found 25 earmarks totaling $31,984,000 that would go to entities that directly provide "gender transition" procedures or affirm gender identity ideology. Finally, we found 88 earmarks that totaled $215,435,117 going to entities that publicly support LGBT ideology. And that doesn't even scratch the surface. There are thousands more Senate earmarks not mentioned here that have made it into appropriations bills for Fiscal Year 2026, despite the dire state of our national debt, totaling $38.4 trillion (and counting). Accepting such a high number of earmarks while America is drowning in debt is irresponsible and represents a failure to properly steward taxpayer funds. The Bible warns against incurring debt, associating it with bondage. As the Psalmist wrote in Psalm 22:7, "The rich rule over the poor, and the borrower is slave to the lender." Americans should especially not be forced to fund entities that participate in or advocate for ending unborn life, inflicting lasting harm on individuals struggling with their sex and identity, or push other partisan, far-left causes. Appropriators certainly have their work cut out for them in nailing down the remaining appropriations bills to fund the federal government for the coming year. Concessions will have to be made and compromises struck, but that shouldn't result in digging the country even deeper into debt while funneling millions of dollars to entities involved in harmful (and, in some cases, life-ending) activities that many Americans strongly oppose.
