The investigation, ongoing since December 2025, uncovered nearly $9 million in fraudulent activity.

Notably, the defendants, including illegal immigrants and US citizens, used stolen identities primarily from US citizens in Puerto Rico. These identities were utilized to obtain government-issued identification, including Massachusetts Registry of Motor Vehicles-issued driver's licenses and US passports, which were then used to fraudulently access public benefits.
