For 3-year-old Kali Dallis, it only took seconds for her fun in the sun to turn into a very scary moment.

She was enjoying the afternoon sun, sitting in a green inner tube, when it [unexpectedly] flipped, sending her headfirst [under the water] at her apartment complex in Chamblee, Georgia.

Painful seconds elapsed—which is very difficult to watch on video—before her older sister, 10-year-old Jayla, saw the troubling scene and immediately rushed from the opposite side of the pool, jumped into the water, and pulled her now lifeless and limp sister Dallis out of the pool...
