The possible punishment includes putting the country back on the list of state sponsors of terrorism. It is a move former Homeland Security Secretary Michael Chertoff weighed in on this weekend on NBC's "Meet the Press."

"We cannot let this go unanswered," Chertoff said. "And in addition to the suggestion that Ambassador [Bill] Richardson made about putting them on a terrorist list, back on that list, we ought to at least consider some kind of covert action that would make them pay a price."

"Last thing, is this: If they are using the Chinese infrastructure as a way of carrying out these attacks, we have to have a much more serious conversation with China," he added.

While raising the possibility of a terrorism designation, the president said he does not think the cyber-attack was an act of war.
