Poroshenko cancelled his planned visit to Turkey and instead held a national security meeting to address the situation.

Ukraine's Prime Minister Arseniy P. Yatseniuk addressed the public, stating that the "situation in East Ukraine has substantially deteriorated."

"We can confirm that Russian military boots are on Ukrainian ground," he said.

PM Yatseniuk noted in the video that Ukrainian forces were equipped to deal with Russian guerrilla fighters, but not against Russia itself.

He said, "We urge the EU and the United States to [freeze] all Russian assets, until Russian pulls back its forces, its military, and stops the supply of Russian-led guerillas."
